Smart Meters in Dehradun : The plan to install smart electricity meters in Dehradun has finally started taking shape, and the installation process has begun. This initiative is being implemented under the central government’s Revamped Distribution Sector Scheme (RDSS), which could bring significant changes in the power sector of Uttarakhand.
Smart Meter Implementation in Uttarakhand
Under this scheme, smart meters will be installed in 15.84 lakh households and commercial establishments across the state, with over 3 lakh smart prepaid meters set to be installed in Dehradun alone. The introduction of smart meters is expected to bring a revolutionary change in electricity consumption and billing methods.
Changes in the Power Sector
The Uttarakhand Power Corporation Ltd. (UPCL) has initiated the process of installing smart prepaid meters in Dehradun. The primary objectives are:

Additionally, smart meters will be installed on 5,912 distribution transformers and 2,602 feeders across the state to improve energy accounting. After awarding the tender and approving meter procurement, a business process document has been prepared, and the contracted company has already conducted a survey in Dehradun.

Political Controversy and Opposition
The implementation of smart meters has sparked a political debate between the Congress and BJP. A Congress MLA from Kichha protested by breaking a smart meter, gaining support from other Congress leaders.
In response, the BJP accused Congress of obstructing efforts to curb electricity theft, pointing out that Congress-ruled states like Himachal Pradesh have also installed smart meters.
What did the energy department say?
The energy department says that this is a completely transparent system and there will be no arbitrariness in the electricity bill. Consumers will get complete information through their mobile app about how much electricity was spent and how much balance is left.
However, in the hilly areas, these meters will be limited to the city headquarters only for now. The reason for this is being told that there is a need to improve the condition of power supply in the hilly areas. The biggest concern of the public is that the smart meter may unnecessarily charge them for electricity. Many consumers allege that there may be a problem with these meters, due to which the bill may increase even without using it.
Government’s Stand
The government and the electricity department claim that smart meters will modernize power distribution and provide better services to consumers. They assert that this initiative will help save energy and prevent electricity theft.
