Under this scheme, smart meters will be installed in 15.84 lakh households and commercial establishments across the state, with over 3 lakh smart prepaid meters set to be installed in Dehradun alone. The introduction of smart meters is expected to bring a revolutionary change in electricity consumption and billing methods.

Changes in the Power Sector

The Uttarakhand Power Corporation Ltd. (UPCL) has initiated the process of installing smart prepaid meters in Dehradun. The primary objectives are:

Providing consumers with better control over electricity consumption

  • Reducing power theft
  • Improving electricity supply
  • Enhancing billing and collection efficiency

Additionally, smart meters will be installed on 5,912 distribution transformers and 2,602 feeders across the state to improve energy accounting. Advantages of Smart Meters

Accurate Billing – Smart meters record electricity consumption precisely, reducing the chances of incorrect billing.

Real-Time Information – Consumers can monitor their real-time electricity usage, helping them control consumption and save energy.

Automated Meter Reading – No need for manual meter reading, making the billing process faster and more efficient.

Better Network Management – Power companies receive real-time data on grid status, helping minimize power outages.

New Service Benefits – Smart meters enable time-based pricing and demand-based energy supply.

Disadvantages of Smart Meters

High Costs – Installation and maintenance expenses are high, which could increase financial burdens on consumers.

Technical Issues – Some smart meters have experienced faults, leading to billing errors and network problems.

Dependency on Power Supply – Smart meters require a stable power supply to function correctly. Power cuts or technical failures can disrupt their operation.

Political Controversy and Opposition

The implementation of smart meters has sparked a political debate between the Congress and BJP. A Congress MLA from Kichha protested by breaking a smart meter, gaining support from other Congress leaders.

In response, the BJP accused Congress of obstructing efforts to curb electricity theft, pointing out that Congress-ruled states like Himachal Pradesh have also installed smart meters.

What did the energy department say?

The energy department says that this is a completely transparent system and there will be no arbitrariness in the electricity bill. Consumers will get complete information through their mobile app about how much electricity was spent and how much balance is left.

However, in the hilly areas, these meters will be limited to the city headquarters only for now. The reason for this is being told that there is a need to improve the condition of power supply in the hilly areas. The biggest concern of the public is that the smart meter may unnecessarily charge them for electricity. Many consumers allege that there may be a problem with these meters, due to which the bill may increase even without using it.
