UKSSSC Paper Leak Case , November 29 , 2025: The Central Bureau of Investigation (CBI) has intensified its crackdown on the UKSSSC paper leak scandal, arresting Suman Chauhan, an assistant professor from a government college in Tehri Garhwal, on Friday. The arrest is linked to the alleged leak of the UKSSSC graduate-level recruitment examination conducted on September 25, 2025.

Case Filed Against Professor and Haridwar Family

The probe was officially launched after a case was registered on October 28, 2025, naming Chauhan and three Haridwar-based suspects—Khalid Shahzad and his sisters, Sabia and Hina. The accused were booked under several sections of the:

  • Uttarakhand Competitive Examinations (Control and Prevention of Unfair Means in Recruitment) Act, 2023

  • Relevant Bharatiya Nyaya Sanhita (BNS) provisions

CBI officials confirmed that Chauhan was detained after her responses during interrogation were found unsatisfactory and inconsistent, raising suspicion of deliberate involvement.

She is scheduled to be presented before the local CBI court on Saturday for further proceedings.

Alleged Modus Operandi: Leak, Solve, Return

According to investigation sources, the paper leak unfolded in a coordinated digital exchange during the live exam. The sequence, as reconstructed by the CBI:

  1. Sabia, one of Khalid’s sisters, allegedly gained unauthorized access to the exam question paper while the test was in progress.

  2. The paper was forwarded instantly to Khalid via a messaging platform.

  3. Khalid then shared the paper with Suman Chauhan.

  4. The assistant professor allegedly solved multiple sections of the paper in real time.

  5. Her solved answers were sent back to Khalid, who forwarded them to the candidate before the exam concluded.

This real-time solving angle has strengthened the agency’s belief that academic expertise was leveraged to influence test outcomes, suggesting deeper system infiltration.

Earlier Arrests & Transfer to CBI

All four suspects were previously arrested by Dehradun Police before the case was transferred to the CBI. The transfer was ordered based on the recommendation of Chief Minister Pushkar Singh Dhami, following mass protests led by unemployed youth across Uttarakhand demanding an impartial inquiry.

The incident triggered widespread political and social debate, with the protestors arguing that the leak compromised the future of thousands of aspirants.

Ongoing Investigation, More Arrests Possible

CBI insiders revealed that electronic evidence collected so far indicates insider academic involvement and a wider organized network behind the leak operation. The agency continues to investigate the case daily, and officials have not ruled out more arrests as new links emerge.

A senior CBI source stated:

“The evidence points toward coordinated malpractice involving external players and educated insiders. The network is being examined thoroughly.”

The scandal has fueled ongoing concerns over recruitment fraud in competitive examinations. Youth organizations criticized the alleged misuse of educational credentials, saying:
