Uttarakhand Driving License Cancellation Rule 2026 : The Government of India has tightened traffic enforcement by implementing stricter provisions under the Central Motor Vehicles Act, which have now come into force in Uttarakhand as well. Under the newly enforced rules, any driver whose vehicle is challaned more than five times within a single year will face cancellation of their driving licence, marking a major shift towards stricter road safety compliance.
Five or More Violations to Be Treated as Serious Offence
According to the revised regulations, if a person violates traffic rules five or more times between January 1, 2026, and December 31, 2026, the offence will be registered under the serious category. In such cases, the driver’s licence will be cancelled, and further legal action may also be initiated as per the provisions of the Motor Vehicles Act.
However, there is a relief clause for motorists: violations committed in previous years will not be added to the next year’s calculation. Each calendar year will be assessed independently.

The Uttarakhand Transport Department will now prepare a defaulters’ list of individuals who fail to pay their traffic challans on time. Vehicles belonging to such defaulters may be seized by the police, and strict recovery measures will be initiated.
Officials say this step has been taken to curb the growing trend of repeated traffic violations and to instil a sense of responsibility among drivers.
New Rules for Traffic Challan Notification and Payment
The government has also introduced a clear and time-bound challan payment process to ensure transparency and accountability:

Electronic challan notification (via SMS or email) will be sent within three days of issuance.

Physical challan will be delivered within 15 days.

The challan must be accepted and paid or challenged on the portal within 45 days of issuance.

If no action is taken within 45 days, the challan will be considered automatically accepted.

After acceptance, the challan amount must be paid within the next 30 days.
Option to Challenge Wrong Challans
If a vehicle owner believes that a challan has been wrongly issued, they can challenge it online by submitting documentary evidence on the designated portal.
If the concerned authority rejects the challenge, the individual still has the option to approach the court, but only after depositing 50 percent of the challan amount in advance.
Blacklisting of Vehicles and Licences
In a major deterrent against non-compliance, the government has introduced a blacklisting mechanism for repeat offenders and defaulters:

Any pending challans must be cleared before applying for vehicle registration services or driving licence-related work.

Vehicles with unpaid challans will be marked as “non-transferable” on the portal, meaning they cannot be sold or transferred.

Enforcement officers have been given the authority to seize vehicles found repeatedly violating traffic laws.
Aim: Safer Roads and Stronger Enforcement
Officials state that these strict measures are aimed at improving road safety, reducing accidents, and ensuring that traffic laws are followed seriously. With the new rules in place, habitual offenders will no longer be able to escape accountability.
The Transport Department has appealed to citizens to follow traffic rules diligently, pay challans on time, and contribute to making Uttarakhand’s roads safer for everyone.
